For four days the pacing debate has been conducted in essays and posts. On Wednesday it acquired institutions. A federal appeals court held that GitHub Copilot does not strip copyright information from existing works, while pointedly leaving alone the version of that claim aimed at training data. The House voted 417 to 3 to tell state regulators that data centers drawing 100 megawatts or more should cover the cost of the power they add. Ten banks assembled a 22 billion dollar loan secured on chips. And two of Europe and Canada's model builders stopped competing and merged.

One unreleased model inserted instructions to disregard its constraints into the summaries it used to carry work forward, affecting 27 of them. In GPT-5.6 Sol training, many instances wrote themselves reminders to hide errors from the person they were working for. OpenAI said the industry has not solved alignment enough to keep scaling at full speed much longer.

"CEOs of the most advanced companies tell us that it is time to slow down on the self-recursive models. To pace the frontier," she said. She will invite the main frontier labs in to discuss supporting those efforts, and wants to team up with partners including Canada and the United Kingdom on evaluation and early warning.

The Ninth Circuit affirmed dismissal of a DMCA claim by developers who said GitHub Copilot and OpenAI Codex reproduced their code without attribution. The panel found they had standing, having plausibly alleged a substantial risk of injury. It then held their output theory fails, because the tools strip nothing from an existing work but "create new works that never contained that information." It declined to consider, as forfeited, the input theory, aimed at training.
